Scope Note

     Accessible on the net, this webliography consists of selected papers and articles written by Dr. Eric Vincent C. Batalla.

     A full-time associate professor of the Political Science Department of De La Salle University - Manila, Dr. Eric C. Batalla earned his Doctor of Philosophy degree in Development Science from Hiroshima University. He finished both his master's degree in Business Administration and his bachelor's degree major in History and Political Science from De La Salle University-Manila. His specializations include comparative political economy, business and Economic history, and public policy and development planning. He was a visiting scholar at Waseda University and a Japan Foundation fellow. He currently serves as Director of the CHED ZRC for NCR1. He also served the DLSU System in various administrative capacities including Dean, DLS-College of St. Benilde School of Management and IT; Vice-Dean, College of Liberal Arts, and Coordinator of Graduate Studies at the Political Science and International Studies departments, DLSU-Manila. He is a fellow of the La Salle Institute of Governance (LSIG) and the Yuchengco Center (YC).

Written by Eric Batalla, Fernando Aldaba, Men Sta. Ana, and Nepo Malaluan, this paper offered corrective measures to strengthen governance and combat corruption in the Philippines. The paper stressed the "need for wide ranging political reforms that will address the issues regarding elections being too expensive, how to strengthen, check and balance among the three branches of government, and how to enhance local autonomy and decentralization; the need to improve administrative governance to address the issues related to streamlining, reorganization, coordination and proper incentive schemes; and the need to promote greater economic reforms that will address issues related to the government's role in leveling the playing field and promoting competition in markets."

This revised article (originally written for Yellow Paper on the Agenda for Reforms in the Post-Estrada Period, 15 January 2001, Manila, Philippines) was prepared 20 January 2001 after the ouster of Joseph Estrada as president of the Philippines. "Rather than providing a detailed economic development strategy and institutional framework, the purpose of the paper was to submit inputs to a bare bone policy framework about governance aimed at reducing losses due to corruption and in the improvement in the Philippine standards of human decency and social order."

Zaibatzu Developments in the Philippines: The Ayala Model

This article discussed the ability of the family firm to grow for several generations by examining the case of the Ayala group in the Philippines. Aside from being the oldest and one of the largest conglomerates in the Philippines, the choice of Ayala for this paper was based on two unique features namely: 1) rejection of political favors from government; and 2) generations of continued family ownership and management control. Particular focus is on the role of zaibatzu ownership-management structure in successful diversification and continuity.
